Sampling selects a subset to learn about a target population. A census seeks every unit and may be appropriate when the population is small or information is needed for every unit. Sampling can save time and cost, and may improve supervision, but introduces sampling variability. Define target population, frame, sampling unit, sample size and selection procedure. A representative sample is an objective, not a property guaranteed by a large n.
