For a simple random sample without replacement, every possible sample of a fixed size has the same probability. A lottery or properly applied random-number procedure can implement it. Label all frame units uniquely, generate random labels and retain valid ones. Reject repeated labels for sampling without replacement; retain them when sampling with replacement if that is the specified design. Homogeneity can improve precision but is not a mathematical requirement for the validity of SRS.
