Clusters are groups such as schools, villages or blocks. Select some clusters by a probability method; in one-stage cluster sampling, observe every unit in each selected cluster. Multistage sampling selects further units inside selected clusters. Cluster designs can reduce travel and listing costs, but similarity within clusters can reduce statistical efficiency. A complete list of clusters may suffice at the first stage even without a full list of all individuals.
